中国半导体行业协会新年愿望及声明

在刚刚过去的2020年，全球半导体产业经历了新冠肺炎疫情和地缘政治风险的种种考验。从年初全产业的悲观情绪弥漫，到年底的芯片短缺和晶圆产能供给紧张，半导体产业走出了一波先抑后扬的增长行情。全球半导体产业的发展离不开各国企业的密切合作，站在“辛丑牛年”的崭新开局上，中国半导体行业协会期待美国新一届政府能够从全球半导体企业和广大从业者的利益出发，推动中美经贸关系重回正常轨道，打造公平、合理的半导体营商环境，促进全球半导体产业的创新发展。

半导体是信息技术产业的核心，半导体产业是支撑经济社会发展的基础性、先导性产业。自上世纪五十年代第一块集成电路诞生以来，全球半导体产业遵循“摩尔定律”持续进步、不断发展。作为一个全球性的产业，分工协作是半导体技术和产业持续进步、不断发展、繁荣至今的重要原因。没有一个国家能够独自覆盖整个半导体产业链。践行开放、公平和非歧视的自由贸易准则，持续关注和支持技术创新，既是半导体产业成功的基石，也是全球消费者享受科技福祉的必要前提。

半导体技术诞生于美国。时至今日，美国仍然是半导体产业的领导者。尽管自20世纪80年代以来，日韩及中国台湾地区的企业在全球半导体市场中的竞争力不断增强，但美国仍然主导着全球半导体技术和产业的发展。美国半导体企业在芯片设计、装备、材料、工具和新技术创新等方面保持着领先地位，且极具竞争力。美国半导体产业的全球市场份额接近50%，为美国带来了持续且稳定的经济利益的同时，也为美国创造了超过100万个就业岗位。

中国是全球半导体产业版图中不可或缺的组成部分。作为全球主要的电子信息制造业基地，中国对各类半导体产品的需求极其旺盛，使中国成为全球半导体行业发展的重要引擎，为世界半导体产业做出了重要的贡献。

中国在集成电路领域取得的发展成绩，离不开全球市场和供应链、产业链合作伙伴的支持。多年来，中国集成电路产业始终秉承“开放发展”的原则，从市场、资金、人才、技术等多个层面，深化国际合作，持续推动全球产业的发展。2020年，中国大陆集成电路产业销售收入预期将接近9000亿元。其中，外资企业贡献了超过30%的规模。全球前20大半导体企业中，已有一半以上在中国大陆建立了生产基地或研发中心。在已建成的10条12英寸生产线中，外资和外资参股的生产线达到8条。中国始终在全球半导体产业布局的框架中稳步发展，并没有改变行业的格局。

上届美国政府采取非市场化的方式，肆意对中国有关企业进行制裁和打压，甚至切断企业的供应链，对全球长期存在且相对稳定的产业布局造成了严重破坏。长此以往，必然会造成全球半导体产业布局的重新调整，使全球半导体行业，特别是供应链持续处于动荡和不确定之中，从而损害产业和最终用户的利益。

在美国新政府履职之际，中国半导体行业协会代表中国半导体行业和企业，希望美国新政府放眼未来，对全球半导体行业的健康发展做出新的努力，维护好全球产业布局，纠正上届政府的不妥做法，让全球半导体行业再次展现出新的生机和活力。美国作为全球半导体技术的领先者，在全球化分工的过程中获得巨大利益的同时，有义务使全球半导体行业重回正常轨道。我们对美国新一届政府抱有希望和期许，也希望包括美国半导体行业协会在内的世界主要半导体产业组织共同努力，为全球半导体产业的发展做出积极的贡献。

在中国新年来临之际，中国半导体行业协会祝愿全球半导体行业新年新气象，全球半导体企业都能得到健康的发展，为人类社会带来更多福祉。

Intheyear2020,theglobalsemiconductorindustryhassufferedtheCovid-19epidemicandgeopoliticalrisks.Fromthewholeindustry’spessimismatthebeginningoftheyear,tothechipsshortageandwaferproductioncapacitytightsupplyattheendoftheyear,thesemiconductorindustryhasexperiencedawaveofgrowthafteradecline.Thedevelopmentoftheglobalsemiconductorindustrydeeplyreliesontheclosecooperationofcompaniesfromallovertheworld.StandingatthethresholdofChineseNewYear,“YearoftheOx",CSIAexpectsthatthenewU.S.administrationcanturntheChina-U.S.economicandtraderelationstonormaltracks,createafairandreasonablesemiconductorbusinessenvironment,andpromotetheinnovativedevelopmentoftheglobalsemiconductorindustryinthebestinterestsforglobalsemiconductorcompaniesandthemajorityofpractitioners.

Semiconductoristhecoreoftheinformationtechnologyindustry,whichisafoundationalandleadingindustrythatsupportseconomicandsocialdevelopment.Sincethefirstintegratedcircuitwasborninthe1950s,theglobalsemiconductorindustryhascontinuedtoprogressanddevelopinaccordancewith"Moore'sLaw".Asaglobalindustry,divisionoflaborhasbeenanimportantfactorforthecontinuousprogressanddevelopment,andprosperityofsemiconductortechnologyandindustry.Nocountryalonecancovertheentiresemiconductorindustrychain.Conductingopen,fair,andnon-discriminatoryfreetradestandards,andcontinuingtofocusonandsupporttechnologicalinnovationarenotonlythecornerstoneofthesuccessofthesemiconductorindustry,butalsoanecessaryprerequisiteforglobalconsumerstoenjoythewell-beingofscienceandtechnology.

SemiconductortechnologywasbornintheUnitedStates.Today,theUnitedStatesisstilltheleaderinthesemiconductorindustry.Althoughsincethe1980s,companiesinJapan,SouthKorea,andChinaTaiwanhavebeenincreasinglycompetitiveintheglobalsemiconductormarket,theUnitedStatesstilldominatesthedevelopmentofglobalsemiconductortechnologyandindustry.U.S.semiconductorcompaniesmaintainaleadingpositioninchipdesign,equipment,materials,tools,andnewtechnologyinnovation,andareextremelycompetitive.TheglobalmarketshareoftheU.S.semiconductorindustryiscloseto50%.IthasbroughtsustainedandstableeconomicbenefitstotheUnitedStates,andithasalsocreatedmorethan1millionjobsfortheUnitedStates.

Chinaisanindispensablepartintheglobalsemiconductorindustrylandscape.Astheworld’smajorelectronicinformationmanufacturingbase,China’sdemandforvarioussemiconductorproductsisextremelystrong,whichpromptingChinaanimportantengineforthedevelopmentoftheglobalsemiconductorindustry,andcontributinggreatlytotheworldsemiconductorindustry.

China'sachievementsinthefieldofintegratedcircuitsareinseparablefromthesupportofpartnersintheglobalmarket,supplychainsandindustrialchains.Overtheyears,China'sintegratedcircuitindustryhasalwaysbeenadheringtotheprincipleof"opendevelopment",deepeninginternationalcooperationfrommultiplelevelsofmarket,capital,talent,andtechnology,andcontinuingtopromotethedevelopmentofglobalindustries.In2020,thesalesrevenueofChina'sICindustryisexpectedtoapproach900billionyuan.Amongthem,foreign-fundedenterprisescontributedmorethan30%.Morethanhalfoftheworld'stop20semiconductorcompanieshaveestablishedproductionbasesorR&DcentersinChina.Amongtheten12-inchfablinesthathavebeenbuilt,eightarewithforeigncapitalandforeignequityparticipation.Chinahasalwaysbeendevelopingsteadilywithintheframeworkoftheglobalsemiconductorindustrylayoutandhasnotchangedtheindustrypatternsignificantly.

ThepreviousU.S.administrationadoptedanon-market-basedapproachtoarbitrarilysanctionandsuppresstheChinesecompaniesconcerned,andevencutofftheirsupplychains,causingseriousdamagetothelong-standingandrelativelystableglobalindustriallayout.Ifthingsgoonlikethis,itwillinevitablyleadtoare-adjustmentoftheglobalsemiconductorindustrylayout,makingtheglobalsemiconductorindustry,especiallythesupplychains,continuetobeinturmoilanduncertainty,therebyharmtheinterestsoftheindustryandendusers.

AsthenewU.S.administrationisperformingitsduties,CSIA,onbehalfofChina’ssemiconductorindustryandenterprises,hopesthatthenewU.S.administrationwilllookintothefutureandmakeneweffortsforthehealthydevelopmentoftheglobalsemiconductorindustry,maintaintheglobalindustriallayoutandcorrectthepreviousgovernment’simproperpracticesandbringnewvigorandvitalityintotheglobalsemiconductorindustry.Asaleaderinglobalsemiconductortechnology,theUnitedStateshastheobligationtobringtheglobalsemiconductorindustrybacktonormalwhilegaininghugebenefitsfromtheglobalization.WearelookingforwardthatthenewU.S.administration,andtheworld'smajorsemiconductorindustryorganizations,includingSIA,willworktogethertomakeapositivecontributiontothedevelopmentoftheglobalsemiconductorindustry.

AstheChineseNewYearisapproaching,CSIAwishestheglobalsemiconductorindustryaprosperousnewyear,globalsemiconductorcompaniesahealthydevelopmentsoastocontributemorebenefitstothehumansociety.
